No, it isn’t.
Blizzard have released the notes for patch 3.3 here. While as usual there’s no ETA, we can at least look forward to a more reliable vanish (or at least have only ourselves to blame if it breaks prematurely).

Rogues
Dual Wield: Rogues now know this ability upon logging into the game at level 1.
Stealth: This ability no longer has multiple ranks. While active, the single rank of this ability (available at level 1) allows rogues to move at 70% movement speed.
Vanish: For the first second after this ability is used, neither Vanish nor Stealth can be broken by taking damage or being the victim of a hostile spell or ability.
There’s nothing much else to report yet (unless I’ve missed something major while skim reading it), seems to just mention bug fixes and buffs to levelling.

tbh I think a 1sec immunity is too much…
Vanish doesn’t need a 1 sec immunity, people should still be able to break out of it by other means.
What it really needs is just a 0.5sec immunity for server lag for target’s spells and auto attack.
Eg; a rogue vanishes, and you try to catch him out of it with FoK within the second, well guess what you just wasted 50energy, and having the rogue getting the opener on you.
Ghostcrawler said if this fix is too OP, they will nerf it even if it’s working as intended. imo it will be OP and I do hope they drop the duration of immunity.
Having said that, I’m glad vanish is finally getting fixed!!!!!!!!!!!!!!!!!!
I think my arena partner will be glad I can finally stop cursing and raging about vanish

1 Sec immunity is indeed VERY strong, but c’mon, vanish as it stands now is a joke.. so often I just happen to Vanish *Shit!* – Preparation – Vanish *FUCK!!* that it’s just unhealthy for my liver.
BTW, my dwarf’s racial is now indirectly nerfed as it’s not so much vital against bleeds anymore. Oh well..
Being AoEd out of vanish could seem a pro move worth the reward from the point of view of non-rogues, but with so many classes having AoE now it just nullify Vanish completely (DK casting blood boil for example.. they don’t even need to guess where are we). Vanish just HAD to work this way in my opinion. On the other hand, it’s true that it *may* make too stronger, as Rogues were balanced around a non working vanish, but as Blizzard said, in that case something will be done. Hope however that Prep and Cloak will not be touched: prep without vanish in it would become almost trash, and Cloak would need a 100% success rate, not a nerf!

I rather see a nerf to other stuff then have my vanish failing. It makes me goddamn angry that I shall base my vanish on luck. Same thing with CoS. Give it a 100% and nurf something else.
Why make playing a rogue soo luck based?
I wonder if it will become like a 1sec Blessing of Protection, so you’ll be unable to re-open until the immunity has worn off. That could balance it a little I guess, but tbh I can live with it being slightly OP if needs be
COME ON PEOPLE. Really. Blizz is finally gonna fix this shit. Look at hunter,dk,mages,locks at the immunities that they get to damage. It s about damn time that our shit started working right. And yes COS should be 100% period they gave hunters a 100% melee dodge ability. I for one am glad with all the other op changes coming to all the other classes they have to do something so we can keep up

I am not too sure though. At this very moment our tools are already powerfull versus those classes. The only classes I have issues with are Disc priests, Feral and resto druids. And thats only in 1v1 pretty much
1v1 I’m struggling vs prot warriors/palas, any type of druid and discs (those who can juke properly).
Unless it’s 1v1 in an arena with just me and a mage/hunter left, then I get kited to death without CDs.
The arena issue is true, hunters and mages kite me to death, I need to do a hard reset and try keeping them cc’d until my CD’s are back up, then their cake!
Prot palas and warriors are easy
when they get out of the stuns disarm and win 
Open with Garrote -> 4/5 pt Rupture and vanish + get away … wait a few secs open with CS and muti+ KS and their down to around 30%
If the pala bubbles pop sprint and gtfo
